Steps
Go to Settings and click "Workspace Permissions"
You'll see a permissions matrix for each role
Understand what each role can do:
Workspace permissions apply to the entire workspace
Board permissions can be more restrictive than workspace permissions
If restricted at workspace level, board access is limited too
